Subsidies
Chargekeeper's Subsidies module automates the management of the obligations and opportunities related to public or subsidized charging stations:
- Open-data publication on data.gouv.fr
- Automatic session reporting on the ADVENIR platform advenir.mobi
- Transmission of data to QualiCharge beta.gouv.fr/qualicharge for TIRUERT reporting via CarbuRe carbure.beta.gouv.fr
⚠️ Access to these features requires activation of the Subsidies module.

AFIREV operator identifier: an essential step
To publish your data on open-data or reporting platforms (data.gouv, QualiCharge, ADVENIR), you must have a unique operator identifier issued by AFIREV.
The identifier must be renewed every 3 years for €200 excl. VAT.
Where to obtain this identifier?

Structure of the identifier
An operator identifier is made up of two elements:
- Country code: 2 uppercase letters (e.g.
FRfor France) - Party ID: a three-letter code (3 uppercase letters) unique to your organization (e.g.
CHK)

Why is this identifier important?
It is used to:
- Ensure the uniqueness of charge points in the
data.gouv.fropen-data reference - Be recognized in the QualiCharge flows, which follow the same structure
- Identify your infrastructure in ADVENIR declarations (particularly if your stations are open to the public)
- Be referenced in the roaming platforms (Gireve, Hubject…) via the OCPI protocol
1. Open-data on data.gouv.fr
Publishing data on data.gouv.fr is mandatory for any public charging station in France.
Chargekeeper lets you automatically generate and keep up to date the open-data flows in the IRVE reference format:
- Static file: list of charge points, location, connector types, accessibility…
- Dynamic file: real-time status of connectors (available, occupied, out of service…)
Enable open-data publication
- Edit a station from the Stations menu
- Go to the Subsidies tab
- Enable the data.gouv option
- The URLs to the static and dynamic CSV files are generated automatically

You can copy these two URLs and declare them in your administrator area on data.gouv.fr/admin.
The data.gouv server will regularly query these flows to update its references.
2. ADVENIR
Chargekeeper can automatically transmit charging sessions to the ADVENIR platform, in order to meet the tracking obligation imposed under a subsidy application.
Enable sending to ADVENIR
- Edit the relevant station
- Go to the Subsidies tab
- Enable the ADVENIR option
Once activated, all future sessions will be automatically sent to ADVENIR.
You can disable this function at any time from the same interface.
Send a past session to ADVENIR
If you forgot to enable ADVENIR before an important session (e.g. commissioning), you can:
- Go to the Sessions menu
- Click the "..." button to the right of the relevant session
- Choose "Send to ADVENIR" in the context menu

In the session detail window, the Subsidies tab indicates whether the transmission was completed successfully.

3. QualiCharge
Integration with QualiCharge lets you automatically transmit the data required to generate TIRUERT certificates on the government CarbuRe platform.
This feature is particularly useful for developers, operators or charge point operators wishing to monetize their infrastructure.
ℹ️ Important: for the data to be accepted by the CarbuRe platform, it is mandatory to provide:
- The Delivery Point number (PDL) of the site to which the station is attached
- The connection type:
direct(station connected directly to the delivery point) orindirect(via an intermediate installation)These fields are available in the site record in the Chargekeeper interface, under the Energy information section.
Prepare the data for QualiCharge
Automatically sending data to the QualiCharge platform requires that certain information be correctly filled in within Chargekeeper.
Operator and developer data
The information about the operator (and possibly the developer) is defined in the Company record.
Mandatory data:
- Operator name
- Support phone number
- Support email address
- AFIREV identifier
Made up of two parts:- The country code (e.g.
FRfor France) - The PARTY-ID (e.g.
XYZ)

This identifier is used in the open-data flows and for the TIRUERT declaration.

Site (station) data
Each site or station must include the following information:
- Full address
- Precise GPS coordinates (latitude and longitude)
- Delivery Point number (PDL)
- Connection type:
direct: each station is connected to an individual meterindirect: several stations share the same PDL
The PDL and the connection type are required for calculating the emissions avoided in the TIRUERT declaration.

Station data
Each station concerned by the transmission to QualiCharge must include:
- Commissioning date
(to be filled in on the Maintenance tab) - "Public" status enabled
(to indicate open accessibility to the public)
This data allows the platform to validate the station's eligibility for the TIRUERT monetization schemes.

Enable sending to QualiCharge
- Edit the relevant station
- Go to the Subsidies tab
- Enable the QualiCharge option

This automatically enables the following flows:
- Static flow: technical information about the station (type, connectors, power…)
- Dynamic flow: real-time state of the connectors
- Sessions: each completed session is transmitted to QualiCharge
Manually send a session to QualiCharge
In the event of an automatic transmission failure:
- Go to the Sessions menu
- Click "..." to the right of the relevant session
- Select "Send to QualiCharge"

The transmission status is visible in the Subsidies tab of the session record.
Going further: understanding the stakeholders and platforms
Here is a summary table of the main organizations and platforms involved in data publication, regulatory obligations, and subsidy management in the charging-station ecosystem:

| AFIR | European regulation (Alternative Fuels Infrastructure Regulation) that governs the deployment of charging stations. In particular, it mandates the publication of data as open-data for all public stations, as well as requirements regarding accessibility, minimum power and payment methods. |
| AFIREV | French association that assigned the unique identifiers of charge point operators (FR-XXX). These identifiers are required to reference charge points on data.gouv, QualiCharge, ADVENIR or GIREVE. Since 2024, AFIREV has been integrated into AVERE France. |
| AVERE France | National association for the development of electric mobility. It manages the ADVENIR program, which funds the installation of stations through Energy Saving Certificates (CEE), and coordinates several national initiatives around electric mobility. |
| data.gouv.fr | National open-data platform operated by the French State. It hosts the static and dynamic IRVE files (Electric Vehicle Charging Infrastructure) describing the characteristics and availability of public stations. Their publication is a legal obligation for all operators of publicly accessible stations. |
| QualiCharge | Public platform developed by beta.gouv.fr to enable the automated sending of charging data. It centralizes station and session information for the declaration of TIRUERT renewable-energy certificates on CarbuRe. |
| CarbuRe | National platform managed by the State to ensure the traceability of renewable energy in transport. It allows you to declare and generate TIRUERT certificates, a regulatory mechanism for monetizing charging sessions from renewable sources. |
| ADVENIR | Program for the subsidization of charging-station installation, managed by AVERE France. It requires the regular sending of charging data for the funded stations, via a dedicated API. This program is an important funding lever in the private and public sectors. |
